Anwar I thought denied the act. You mean: ... what has been alleged to have been done to ......" or "allegedly done to ...."
Otherwise it may tantamount to confessing for him.

Anwar did not admit anything until he was convicted and conviction upheld by the Federal Court.
It is not a defence to say that so many others too are committing parking offence or beating the red traffic light. They were all not caught. If you have been, then you have to pay the fine. The Court only adjudicates in respect of persons accused before it. If you did not commit the offence, it is then a different matter.
If you say others have also dommitted the offence, then it means you committed the offence too. It is a form of admission..
